Open Question: I have a past due bill for education, they are holding my transcripts until I pay my bill. what are my options?

I had a full ride scholarship, I failed to meet requirements of WHT Buffet scholarship in Nebraska at UNL in Lincoln I want to go back to college now but I have a bill from continuing college after I quit receiving the grants and scholarships. anyone have any suggestions or where to go from here, without retaking all the classes I've already passed and without starting over as a freshman. I do not have a job and wish to go to another State of Nebraska school this summer and next fall. I would like to get some ideas on how to continue my education, get my transcrips, start a work/study program or get a job, I want to pay my bill but I can't currently. Also has anyone tried to make some sort of financil arrangements to start paying the bill, get my transcripts, get enrolled at school or start online classes. also I have recently applied for my 2011 yr FASFA with zero EFC in hopes of summer school/ work-study/on line. I just turned 21 live and with my Dad whom is also trying to get a loan to refinance the house to help me out, to no avail so far.
